Social collaboration (Takaful) is a common behavior among the Bahraini community. This is the key factor behind the achievement of goal no. one of the SDG’s in Bahrain “Zero Hunger and No Poverty”. However, the Constitution of Bahrain has guaranteed the social security of Bahraini citizen for decent living, housing, employment and social welfare. Social Support Programs and Initiatives

The Kingdom of Bahrain has established a Social Security Fund to cover the Social Assistance Program under the custody of the Ministry of Labour & Social Development (MOLSD)  to assist disabled individuals, elderly, and less-privileged families.

The Ministry of Labour & Social Development’s (MOLSD)  objective is implementing the government plan to invest in its citizens, maintain a safe and sustainable society, implement social protection legislation and initiatives and to support the Bahraini family stability through its social institutions. The Bahraini family is the foundation on which the prosperity of Bahrain is built on, thus ensuring the family’s quality of life and sustainability is vital to the Bahraini economy.

Bahrain government seeks to protect the families within the Kingdom of Bahrain and provide care and support through its following social institutions.

Dar Al Aman : Provides shelter to protects women and their children who are exposed to violence or abuse either by their families or by the surrounding environment.

Dar Al Karama : Provides social care, healthcare, cultural & recreational programs and different services for the homeless and underprivileged citizens.

Child Protection Centre : The center offers protection for children up to the age of 18 years from all forms of abuse and negligence. The children are in safe environment and go to school until the age of eighteen at which they become adults.  All the necessary clothing, hygiene, and social activities are provided by the center.

Family Economic Empowerment : Many families in Kingdom of Bahrain are talented with making handicrafts and small home-businesses as practiced by the people of the ancient Dilmun. The government considers such practices as value-added to its economic growth and diversification. Therefore, the Ministry of Labor and Social Development has launched the productive families’ program to support and develop these family-owned businesses through the provision of training, proper funding and specialized services such as marketing and management, in the production of the handicrafts.

Traditionally these handicrafts were made from low technology and were primarily made from sewing and porcelain production.  The products produced were usually used in the homes for clothing, decoration, and the preparation of foods.

With such support from the government, productive families have given access to better design and innovate their home-made products, reduce time-to-market, utilize information technology. The support has extended to market their products at local events or at the permeant exhibition in the county as well as export to external markets.

The key objective is to keep the traditionally family-owned businesses a viable part of the Bahraini economy. Moreover, it aims at expanding the number of traditional family-owned businesses and impart to them the concept of entrepreneurship and a more business-oriented approach.

Most of the traditional family-owned handicraft businesses benefit from financial support by the government through the support of non-governmental organizations. This would open the doors to shift the financial burden on the government by strengthening these traditional industries to attract private sector and investors to invest in some of the successful traditionally family owned businesses to expand their product lines and services.

Family Guidance : The family guidance units provide social services and programs to support Bahraini families that are going through some dysfunctions within their families. In partnership with many local authorities such as schools, social institutions, Non Government Organizations (NGOs), universities, ministries, governorates, municipal councils, and media institutions, the family guidance units help in developing the skills of positive and effective communication among family members through lectures, seminars and workshops. The aim is to empower the families in Bahrain to better express themselves in a more productive manner and to handle a situation before it gets problematic. Family Fostering Committee : The Family Fostering Committee provide Support to families and fostered children. Fostered children have specific needs that should be addressed such as a loss of connection with their birth families, a feeling of abandonment, and that they are not loved.  Read about objectives of Family Fostering Committee.

Women Empowerment and Support

The Supreme Council for Women  was established in August 2001. The Council offers a wide range of services including training and capacity building programs, awareness programs, economic empowerment, political empowerment, legal services, guidance, and family counseling services to women in need.

Royal Humanitarian Foundation

His Majesty King Hamad bin Isa Al-Khalifa of Bahrain established the Sponsorship Committee to sponsor Bahraini orphans and widows who have no one to support them. The Committee is considered the first seed of the Royal Humanitarian Foundation  (RHF).

Since its inception, the Committee has worked to provide comprehensive financial, psychological and social care  for this targeted group. More than 10,000 orphans and widows have benefited from the organization. It also offers subsidies, scholarships, health care  and humanitarian assistance to them. The Humanitarian Assistance Division provides services the following social safety net services to all citizens: cost of living assistance , medical assistance and marriage assistance.

Bahrain Housing Program

With the aim to provide decent living and adequate housing for its citizens with limited income since the sixties of the last century, the Kingdom of Bahrain The Ministry of Housing  continue to provide appropriate social housing for all eligible people with limited income. The Ministry has  made great efforts in creating major cities in the Kingdom and continuing the construction operations  all over the Kingdom to secure housing units to the eligible citizens.

National Employment Program

The Kingdom of Bahrain is ahead of the region with its unique unemployment insurance program launched in 2007. The Kingdom has issued a law  for a compulsory insurance program against unemployment. Under this law, 1% of the monthly salary if insured working individual is paid for the unemployment fund, 1% by the employer and 1% by the government. The fund is managed by the Ministry of Labor and Social Development to compensate unemployed individuals in Bahrain as monthly financial support and provide them with the needed training and skills development. Bahrain announced a new National Employment Program  recently that builds on the Kingdom’s long-standing efforts to further improve citizens’ living standards, in line with The Economic Vision 2030 to make citizens the first choice of employment in the private and public sectors.

Social Insurance Program

As part of Bahrain’s commitment towards providing decent life for individuals, Social Insurance is mandatory in Bahrain by law for all working Bahraini individuals. The Social Insurance Organization (SIO)  is the official authority responsible for providing social insurance services to all individuals covered by Pension Civil Law and Social Insurance Law in the Kingdom of Bahrain. SIO was established in accordance with Law No. 3 of 2008  to replace both Pension Fund Commission and General Organization for Social Insurance. SIO  provides social insurance coverage for individuals against risks of aging, disability, death, work-related injuries, and unemployment in both public and private sectors

Fa’el Khair service

The Information & eGovernment Authority (iGA), in cooperation with the Ministry of Interior, has added the Fa’el Khair service to the Islamiyat app. The services which was launched in Ramadan 2020, allows good Samaritans to donate money to those in need, including people under financial strain due to having court verdicts issued against them. The aim is to support the Kingdom of Bahrain’s efforts to provide a decent standard of living for all its citizens, in line with “No Poverty”, which is Goal 1 of the UN Sustainable Development Goals.

The Kingdom of Bahrain’s efforts during the COVID-19 Pandemic

His Majesty King Hamad bin Isa Al Khalifa issued a Royal Decree to assist families in need who are registered with the Royal Humanitarian Foundation (RHF) and the Ministry of Labor and Social Development, and who were affected by the novel Coronavirus (COVID-19) pandemic. His Majesty directed the RHF to supervise the initiative and follow up on its implementation in coordination with relevant authorities. The aim is to provide for these families and tend to their needs to help alleviate their financial burdens they face during these exceptional circumstances.

Government support initiatives

Steps taken by the government of Bahrain in dealing with the pandemic have greatly alleviated financial burdens on citizens, including exemptions from fees for many essential services. The RHF has worked in coordination with the National Taskforce for Combating the Coronavirus (COVID-19), the Ministry of Labor and Social Development and other relevant institutions to track families affected by the coronavirus in various areas of the Kingdom, and provide them with necessary support during this crisis.

Government Support includes:

  • Direct aid to families in need
  • Doubling of monthly aid for those enrolled in the Social Affairs program and with the RHF
  • Settlement of wages of Bahraini citizens working in the private sector
  • Settlement of electricity and water bills for citizens, residents and private sector institutions for a period of three months
  • Not collecting rent on shops and properties belonging to the Ministry of Works, Municipalities Affair and Urban Planning and the Supreme Council for the Environment, and not collecting rents from tenants and beneficiaries from shops owned by Eskan Bank for a period of three months
  • Payment of BD300 in wages for taxi drivers, driving instructors, and kindergarten employees for a period of 3 months

Registration service to request support for eligible individuals impacted by the COVID-19 pandemic

As part of these government’s initiatives, the iGA, in cooperation with RHF, launched a "Corona Affected Registration service" for eligible citizens impacted by coronavirus to request support. It allows them to apply for aid by registering their details, including attachments showing evidence of the type of damage they suffered. The service is in line with efforts taken by the National Taskforce which is working hard to ease the burden on citizens during this crisis.

Committee for Evaluating Victims of Human Trafficking

Under Ministerial Decree No. 30 of 2008, a committee was formed to review cases of human trafficking  among the foreigners living in the Kingdom. The Committee coordinates with the Ministry of Interior  to assess each situation and recommends the following one of the following actions:

  • The individual will be returned to his native country;
  • The individual will be returned to another country if the situation in his native country is not in the best interest of the individual;
  • If the individual wants to remain in Bahrain and look of employment, the Committee in collaboration with the Ministry of Interior, will support the individual in finding a job in Bahrain that meets his qualifications by making a recommendation to the Minister of Interior.
  • Upon the approval from the minister, the individual will be able to work in Bahrain.  Every six months, the committee will follow-up with the individual to ensure that he receives a fair salary and is not being taking advantage. The Committee reviews all the reports related to the victim, including statements from the individual’s legal representative.
